Financial aid for your stairlift in Luxembourg
In Luxembourg, several public schemes can support a home adaptation project. Depending on the AEC assessment and decision, Care Insurance may cover the stairlift, while other grants can finance complementary works — bathroom adaptation, door widening, staircase modification.

Covers home adaptations, not the stairlift
1. Care Insurance (AEC)
Care Insurance is the most widely used scheme to finance a stairlift in Luxembourg. It is managed by the National Health Fund (CNS) and is not income-dependent.
If a healthcare professional identifies a stairlift as a possible aid, the AEC assesses your situation and issues an individual decision.
A stairlift may be recognised as a technical aid for home care. The official AEC letter specifies the authorised solution and any amount covered. Wait for that decision before placing an order.

2. Special adaptation grant (persons with a disability)
This is the least well-known subsidy — yet very useful when your project goes beyond the stairlift. It is granted by the Ministry of Housing through the one-stop housing aid office.
This grant covers up to 60% of adaptation works that were not covered by Care Insurance. If the AEC finances your stairlift, the grant can finance other necessary adaptations: bathroom conversion, door widening, special equipment in the kitchen or bathroom.
Important: the two subsidies cannot cover the same works. A CNS certificate is required.
Who is eligible?
- an existing home that you are adapting
- a new home designed with special adaptations
The applicant must be of legal age and hold a right of residence in Luxembourg of more than 3 months.

How to apply
- Gather the invoices (€500 excl. VAT minimum per invoice)
- Complete the F2 form (Guichet.lu)
- Attach the household composition declaration (form L/A21)
- Submit your file to the one-stop housing aid office
Deadline: the application must be submitted within 2 years of the invoice date.

The Home Improvement Grant is a renovation subsidy from the Ministry of Housing. It does not directly cover the stairlift, but it can finance the home adaptation works that often accompany the installation.
What it covers
The grant finances structural works in a dwelling that has been occupied for more than 10 years:
- Modification of the staircase (widening, reinforcement)
- Installation of railings and handrails
- Accessible bathroom installation
- Window installation or replacement
- Extension or addition of rooms

Conditions
- The dwelling must be located in Luxembourg
- The dwelling must have been occupied for at least 10 years
- The dwelling must remain your main residence for at least 2 years after the grant
- The same income thresholds as the special adaptation grant apply
What amount will remain payable by you?
The amount depends on the authorised solution, selected quote, applicable limits and the written AEC decision. MPG reviews that decision with you before ordering and clearly identifies any amount you may need to pay.

Frequently asked questions
Can I use Care Insurance and the special adaptation grant in the same project?

This may be possible for separate works, subject to each scheme's conditions and decision. A CNS certificate may be requested for works that were not covered by the AEC.
How long does it take to receive the subsidies?

Care Insurance processes applications within a few weeks after the home assessment. For the special adaptation grant, allow 2 to 3 months after submitting the complete file. MPG can start the installation as soon as AEC approval is received, without waiting for the grant.
Does MPG handle the paperwork?

My income exceeds the thresholds. Am I still entitled to aid?

Care Insurance is not income-tested, but coverage still depends on the needs assessment and the AEC decision. Other grants apply their own income thresholds.
Why does the AEC require two quotes?

When two quotes are requested, the AEC reviews them and specifies the approved amount in its decision. MPG helps prepare a comparable quote and explains any possible amount payable by you before ordering.
Is this aid only for homeowners?

The special adaptation grant can be awarded for both owned and rented dwellings under certain conditions. Care Insurance is available to everyone, regardless of whether you are an owner or a tenant.
