What is dependency insurance?
Dependency insurance is a fundamental pillar of Luxembourg's social protection system. Created in 1998 and managed by the National Health Fund (CNS), its purpose is to support people who, due to their health condition, need help performing essential daily activities.
This insurance can fund the acquisition of technical aids, including stairlifts, platform lifts and other mobility equipment. For many Luxembourg families, it's the financial lever that makes installing a stairlift possible.
Who is eligible?
To benefit from dependency insurance, several conditions must be met:
Residence in Luxembourg: you must be a Luxembourg resident or affiliated with the country's social security system.
Proven need for assistance: a regular need for help (at least 3.5 hours per week) for essential daily activities must be demonstrated.
Minimum duration: the need for assistance must be expected to last at least 6 months or be irreversible.
Medical assessment: a doctor must certify the need for assistance.
There is no age requirement: dependency insurance is accessible to everyone, from children to elderly people.
The application process step by step
1. Consult your doctor
2. Complete the R20 form
3. Submission to the CNS
4. Home assessment
5. Care plan
6. Approval and installation
What percentage is covered?
Dependency insurance can cover a significant portion of the cost of a stairlift. The exact amount depends on the individual assessment and the care plan established. In many cases, coverage can amount to several thousand euros.
It's important to note that dependency insurance does not always cover the full cost. A remaining balance may exist, but it is often much more affordable than the total cost.

How long does the process take?
Processing times vary, but here are the key stages:
- File submission: immediate
- Assessment by the CEO: generally within 2 to 4 weeks
- Decision: within 1 to 3 months after the assessment
- Installation: generally within 2 to 6 weeks after approval
In total, allow 2 to 5 months from application to actual installation.
Tips for faster approval
1.Prepare your file carefully: a complete file with a detailed medical certificate speeds up processing.
2.Be specific in the R20 form: describe your daily difficulties concretely, particularly regarding climbing and descending stairs.
3.Act early: don't wait until the situation becomes critical. The sooner you apply, the sooner you'll receive assistance.
4.Get support: MPG can help you with administrative procedures and provide the quotes needed for the file.
