A cross-border worker in Luxembourg? You have the same rights

Every day, tens of thousands of cross-border workers from Germany, France and Belgium work in Luxembourg. What many don't realise: by working in the Grand Duchy, you are affiliated to the Luxembourg social security system — and therefore have the same dependency insurance (assurance dépendance) rights as a resident.

In practice: if you are affiliated to the CNS (Caisse nationale de santé), you can obtain coverage for a stairlift, exactly like a Luxembourg resident.

What matters is affiliation — not residence

This is the key point, and it is often misunderstood. Luxembourg's dependency insurance does not depend on where you live, but on your affiliation to the country's social security system.

Under the European coordination regulations (Regulation EC No 883/2004), a cross-border worker is insured in the country where they work. If you work in Luxembourg, you are affiliated to the CNS — and that affiliation opens the same dependency-insurance rights as a resident's.

In short: if the person concerned is affiliated to the CNS, they can obtain a stairlift with coverage.

How it works in practice

The process is the same as for a resident:

The application to the CNS — the file (application form + R20) is sent to the Caisse nationale de santé.

The AEC assessment — the Administration d'évaluation et de contrôle reviews your situation and needs.
